Anthropic updates 2026 usage policy, drawing Claude's high-risk and abuse lines
2026 Usage Policy update
Anthropic published its 2026 usage policy update, effective November 12. Most changes clarify existing rules. The update consolidates the ban on deceptive campaigns and drops the blanket ban on personalized voting and campaign targeting, while keeping limits on deception, privacy violations and election interference. It also spells out bans on weapons software, surveillance and law enforcement uses.
Why it matters: Anthropic adds human shutdown and disconnect requirements for Claude operating hardware, extending responsibility for high-risk use to physical actions that can cause harm.
