OpenAI is selling an enterprise compliance door-opener here, not a local inference promise. The launch covers Japan, India, Singapore, and South Korea across ChatGPT Enterprise, ChatGPT Edu, and the API Platform. API customers must create a new Project and select a country; the post does not give a migration path for old projects. The concrete promise is narrow: customer content is stored at rest in-region, including chats, uploaded files, text, vision, and image data. It also names AES-256, TLS 1.2+, and default no-training on business/API data.
The hard gap is the serving path. The post does not say inference, logs, or subprocessors stay inside the selected country. Azure OpenAI and AWS Bedrock have spent years turning region controls, private networking, and procurement language into enterprise comfort. OpenAI is catching up on the checkbox layer. For regulated Asian buyers, this clears part of legal review; for data-sovereignty hardliners, it still leaves the compute plane outside the receipt.
